You are not seeing the Signup button for the volunteer in the search volunteer screen is because the Salesforce Administrator has disabled the Signup button after search, in the V4S Mobile config screen.

Please talk to the Salesforce Administrator at your org and they will be able to fix it with some configuration changes in your org.
